THE CHALLENGE 

Modernising Utility Infrastructure Management

USUG managed a growing asset base while maintaining the reliability and performance of its water supply and sewerage systems. It needed to move from reactive maintenance to a structured, performance-led approach. This required a full assessment of existing asset management practices, service levels, and digital readiness. The transition also demanded lifecycle management policies, risk-based prioritisation tools, and integration of digital maintenance systems, supported by specialist external expertise to drive organisational change and align processes with international best practice.
 

THE SOLUTION

Strategic Asset Management Framework

The Engineering & Consulting division of Veolia delivered a one-year technical assistance programme to strengthen USUG’s asset management capability. The programme included a detailed needs assessment, clarification of stakeholder roles, and preparation of procurement and implementation processes for a Computerised Maintenance Management System (CMMS). The team developed an Asset Management Policy and a data-driven Asset Management Plan incorporating asset hierarchies, risk-based prioritisation tools, and defined financial governance rules. Ongoing technical support and structured training enabled staff to embed planned, proactive maintenance into daily operations.
