The Engineering & Consulting division of Veolia partnered with DT Global and the Asian Development Bank to deliver a technical assistance project that reduced marine plastic pollution across Southeast Asia. Under the Healthy Oceans Action Plan, the initiative helped developing member countries establish circular plastic economies from source to sea. Veolia delivered urban action plans, policy frameworks, and digital solutions across Vietnam, the Philippines, Indonesia, and Thailand.

THE CHALLENGE 

Combatting Regional Marine Plastic Pollution

Marine plastic waste has reached critical levels, with around 150 million tonnes circulating in the world’s oceans and an additional 12 million tonnes entering marine environments each year. Developing nations across Asia face significant ecological and infrastructure challenges as major contributors to and recipients of this pollution. To address these pressures, the Asian Development Bank sought our expertise to help member countries modernise waste systems, strengthen environmental legislation, and build local government capacity. 
 

THE SOLUTION

Integrated Circular and Digital Waste Management

The Engineering & Consulting division of Veolia implemented an integrated strategy that combined policy development with technical innovation to improve regional plastic management systems. The initiative developed Circular Plastics Economy City Action Plans for major urban centres, supported Thailand’s transition towards an Extended Producer Responsibility packaging framework, and created regional financing resources. It also introduced a digital waste management roadmap comprising data governance principles, an open data platform, and pilot technologies to improve waste monitoring and decision-making. This approach connected municipal action with regional, data-driven environmental governance.
