Resilience for UNICEF Social Services in the East Asia-Pacific Region

The Engineering & Consulting division of Veolia partnered with UNICEF’s East Asia and Pacific Regional Office (EAPRO) to embed climate-smart approaches into essential social services across the region. Focusing on five countries, the collaboration produced a Green Climate Fund (GCF) funding proposal to strengthen the climate resilience of critical social infrastructure. The initiative protected vulnerable children and communities and established a pipeline of climate-resilient development projects.

THE CHALLENGE 

Building Climate Resilience in Social Infrastructure

Social infrastructure across East Asia and the Pacific faces increasing climate-driven disruption, with direct consequences for children and communities. UNICEF sought to integrate climate-smart approaches into national and regional social service systems to reduce these impacts and strengthen future resilience. This required aligning national adaptation plans, completing multi-jurisdictional risk assessments, and structuring a viable project pipeline. Meeting Green Climate Fund (GCF) requirements also demanded specialist expertise to translate fragmented regional priorities into a single bankable funding proposal.
 

THE SOLUTION

Strategic Framework and Funding Proposal Development

The Engineering & Consulting activity of Veolia applied a multidisciplinary approach to develop a GCF funding proposal for selected countries in the region. The work began with a Social Sectors Policy Review and a Children’s Climate Risk Assessment (CCRA), establishing an evidence base for targeted interventions. A Project-Specific Assessment Approach (PSAA) then defined a project pipeline and tested feasibility against climate objectives. Stakeholder engagement ran throughout, including workshops with UNICEF Country Offices and National Designated Authorities, ensuring coordination and compliance through to final submission.
